<p>Amid the recent debate over data from UNODC&#8217;s Integrated Illicit Crop Monitoring System (SIMCI) and the political tensions surrounding drug policy in Colombia, this document explains the main technical and policy elements behind estimates of coca cultivation and potential cocaine production. Drawing on a review of SIMCI&#8217;s methodology, it describes the processes by which cultivated hectares are estimated from satellite imagery, as well as the calculations used to approximate potential cocaine production based on productive area, leaf yields, and conversion factors across the different stages of processing.</p>
<p>The document notes that, while these methodologies allow for an approximation of an illegal market that is inherently difficult to measure, their results are subject to assumptions and margins of error that must be acknowledged in public debate. In this regard, it cautions that potential cocaine production should not be interpreted as an exact figure or as a direct measure of the cocaine actually produced or available on the market.</p>
<p>Finally, the document argues that, although the monitoring system has room for improvement, eliminating it without a credible alternative would undermine the capacity to understand the coca economy. Beyond refining existing measurements, it proposes broadening the set of indicators used to evaluate drug policy, incorporating metrics related to territorial development, violence, and the weakening of criminal organizations.</p>

<p>En medio del debate reciente sobre los datos del Sistema Integrado de Monitoreo de Cultivos Ilícitos (SIMCI) de la UNODC y de las tensiones políticas en torno a la política de drogas en Colombia, este documento explica los principales elementos técnicos y políticos detrás de las estimaciones de cultivos de coca y producción potencial de cocaína. A partir de una revisión de la metodología del SIMCI, se describen los procesos mediante los cuales se estiman las hectáreas cultivadas a partir de imágenes satelitales, así como los cálculos utilizados para aproximar la producción potencial de cocaína a partir del área productiva, los rendimientos de hoja y los factores de conversión en las distintas etapas de transformación.</p>
<p>El documento señala que, aunque estas metodologías permiten aproximarse a un mercado ilegal difícil de medir, sus resultados están sujetos a supuestos y márgenes de error que deben ser reconocidos en la discusión pública. En este sentido, advierte que la producción potencial de cocaína no debe interpretarse como una cifra exacta ni como una medida directa de la cocaína efectivamente producida o disponible en el mercado.</p>
<p>Finalmente, se argumenta que, si bien el sistema de monitoreo presenta oportunidades de mejora, eliminarlo sin una alternativa creíble debilitaría la capacidad de entender la economía cocalera. Más allá de perfeccionar las mediciones existentes, el documento propone ampliar los indicadores utilizados para evaluar la política de drogas, incorporando métricas relacionadas con el desarrollo territorial, la violencia y el debilitamiento de organizaciones criminales.</p>
